Transforming urban slums into liveable, resilient and equitable habitats

The Government of Odisha launched JAGA Mission in May 2018. This mission is the world’s largest slum titling and upgradation initiative of Odisha Liveable Habitat Mission (OLHM) based on the landmark “The Odisha Land Rights to Slum Dwellers Act, 2017.”

Janaagraha supports the Government of Odisha in its ambitions JAGA Mission to transform 2919 slums in 114 cities and towns into livable habitats called ‘Biju Adarsh Colonies’ in the next three years. The slums will witness infrastructural up-gradation in nine areas: roads, stormwater drains, street lights, in-house electricity, piped water supply, and individual household toilets, parichay, open space development and children play area/zone.

Objectives

Slum upgradation

Address the primary inequalities prevailing in urban areas to integrate informal settlements into the mainstream city fabric.

Urban governance

Create the 4th tier of governance by strengthening and empowering SDAs (Slum Development Associations) to make decisions and implement upgradation.

Solve core issues

Create conditions for reducing the growth of slums by addressing access to land, services, housing and other necessities of urban life for the poor.

Urban stability

Build resilience in urban areas by progressing from individual to community level to city level benefits, thereby ensuring increased urban stability.

Strategy

Our web platform has been developed in collaboration with the government of Odisha to facilitate data collection and tracking of progress. The data is updated by State, District and ULB officers on the website.

Transformation of slums is made possible with citizen participation and is measured by preset indicators.

Outcomes

We have delivered an orientation program to all the 114 ULBs of Odisha on how to take up the slum upgradation work in their cities and provided timely support to them regarding preparing the action plan and financial budget for slum upgradation works.

Approach

Our civic participation team acts as a bridge between the urban local bodies and the state departments. To ensure timely and effective project implementation we:

  • Address the primary inequalities prevailing in urban areas to integrate the informal settlements into the mainstream city fabric.
  • Create 4th tier of governance by strengthening SDAs (Slum Development Associations) community organizations. 
  • Empower SDA to make decisions and take on the implementation of infrastructure upgradation.
  • Create conditions for reducing the growth of slums in urban areas in the future by addressing the core issues of access to land, services, housing and other necessities of urban life for the poor.
  • Build resilience in urban areas and slum proofing the city by progressing from individual to community level to city level benefits, thereby ensuring increased urban stability.

We developed the web platform in collaboration with the government of Odisha. State, District, and ULB officers facilitate data collection, update the data on the website and track the progress. In addition, we train the Urban Local Bodies (ULBs) and the Slum Dwellers Association (SDAs) and facilitate transformation in poor urban settlements through the following methods:

  • Provide training and capacity building to the stakeholders.
  • Maintain all relevant documents as per the SOP annexures upon the completion of the process 
  • Monitor and evaluate the documents received from ULBs and SDAs 
  • Collect data on every update regarding the meetings scheduled and maintain resolutions of every meeting conducted by the ULBs.
  • Initiate the upgradation process in the slums by coordinating with the ULBs and the SDA.
  • Fast-track the process of upgradation by following up with the ULBs and the SDA.
  • Develop the web portal to track slum upgradation across 30 districts in Odisha.

We employ the following tactics:

  • We collect data on every update regarding the meetings scheduled and maintain resolutions of every meeting conducted by the ULBs.
  • We initiate the upgradation process in the slums by coordinating with the ULBs and the SDA.
  • We fast-track the process of upgradation by following up with the ULBs and the SDA.
  • We develop the web portal to track slum upgradation across 30 districts in Odisha.
