Partnership between police and citizens for safe and secure neighborhoods

Community policing (CP) is an initiative of Bengaluru City Police in partnership with Janaagraha. It was launched in 2013 to prevent crimes and mobilise citizen participation for the safety and security of neighborhoods.

Objectives

The objective of this program is to address neighborhood safety and security concerns through responsible participation of the citizens in crime prevention at the local community level. Here, both the police and citizens work in partnership to ensure a safer and secure neighborhoods.

Strategy

The program focuses on community engagement to address issues of crime and social disorder. Leveraging delivery of police services, including aspects of traditional law enforcement, prevention and solving safety and security challenges, is how the program works. 

Approach

This is an approach where community support and interaction helps prevent & control crime. Citizens have a say in identifying and solving neighborhood safety and security concerns. 

We accomplish this through the participation of active citizen volunteers called Area Suraksha Mitras (ASMs).

Training of ASMs and Police personnel

Training of police personnel and Area Suraksha Mitras is the most prominent aspect of the program. The training is structured to inculcate the best practices on community policing and is overseen by Dr. S T Ramesh, former DG & IGP Karnataka State.

Formation of Jana Suraksha Samithi (JSS)

JSS is formed in every police station of ASMs & police station’s staff. Their names are suggested by the SHO with the help of beat constables. They undertake and implement community policing for respective police stations.

Milestone

1800 police personnel were trained in the period from 2013 to 2020

An intensive training on Community Policing for the CLOs was imparted by Dr. ST Ramesh on 22nd February 2019

Bengaluru City Police scaled the Community Policing program to all 108 police stations with 1 Community Liaison Officer (CLO) appointed in each police station.

5 more police stations are on-boarded into the program, bringing the total number of active police stations to 20.

The program grows with the addition of eight police stations in 2015.

The pilot program across seven police stations is launched by the Hon’ble Home Minister of Karnataka, Sh. K J George on 20th June 2013.
